Prevent non-clone types from entering cloneable layer (#2834)

## Motivation and Context
There is a bug in cloneable layer that allows non-clone types to enter

## Description
Remove `DerefMut` and resolve the consequences

## Testing
- new doc test
- existing orchestrator CI
