nvme: add fuse3 to LOCAL_SYS_LIBS

Library makefiles are required to add dependent libraries
to LOCAL_SYS_LIBS, although it seems at least some systems
have linkers which are able to workaround missing ones at
some times. Upcoming patches to make CONFIG_NVME_CUSE=y
by default discovered external_code tests failed without this.
