env: replace MEMPOOL_F_NO_PHYS_CONTIG with MEMPOOL_F_NO_IOVA_CONTIG



DPDK patch (4143b122) included in DPDK v18.05 replaced
MEMPOOL_F_NO_PHYS_CONTIG with MEMPOOL_F_NO_IOVA_CONTIG.

Meanwhile latest DPDK from (28e3c8b2) removed the
MEMPOOL_F_NO_PHYS_CONTIG.

This patch simply replaced the define, since it will
work for any DPDK v18.05+.
