[smithy-rs] Rollup of 7 commits 



Includes commits:
  b3ca5bfd Remove `CARGO_REGISTRIES_CRATES_IO_PROTOCOL=sparse` in CI (#3196)
  8a453134 Rely on `.cargo/config.toml` instead of `RUSTFLAGS` in tests' generated crates (#3192)
  c0f72fbf Enable stable & unstable versions in release workflow (#3201)
  c830caa2 Revise unhandled error variant according to RFC-39 (#3191)
  572c5d76 Rename behavior versions and associated functions (#3204)
  f78ee50d Upgrade the smithy-rs runtime crates version to 0.100.0
  3cac667f Update changelog
